Abstract

This study investigates the level of understanding among the Muslim community in Kuala Kangsar, Perak, regarding the concept of Negara Madani as articulated through the Malaysia MADANI framework, which is underpinned by six core values: sustainability (keMampanan), prosperity (keSejahteraan), creativity (daya cipta), respect (hormAt), confidence (keyakiNan), and ihsan. Within the Islamic intellectual tradition, the notion of madaniyyah is intrinsically linked to the cultivation of adab, ethical refinement, and the establishment of social equilibrium aimed at achieving holistic well-being. The primary objective of this study is to assess the extent to which these values are understood and internalised at the community level. Employing a quantitative research design, data were collected through a structured questionnaire administered to 60 respondents across several mukim in Kuala Kangsar. The instrument was constructed based on the six MADANI values and analysed using descriptive statistical methods, specifically mean scores and standard deviations, to gauge levels of comprehension. The findings reveal that the overall understanding of Negara Madani among respondents is high, with the value of respect (hormAt) recording the highest mean score, followed by creativity (daya cipta) and confidence (keyakiNan), while ihsan, sustainability, and prosperity also fall within the high category. These results suggest a generally positive reception of the MADANI framework at the grassroots level. The study concludes by emphasising the necessity of strengthening these values through integrative educational strategies that align national policy constructs with religious narratives, local cultural ethics, and the framework of maqāṣid al-sharīʿah, thereby enabling MADANI principles to function not merely as policy ideals but as a lived social reality.
